B. RECEIVING A REFERRAL (PROPOSAL) FOR A CHILD
After applicants have been entered into the above-mentioned register, a referral for a child with a profile within applicants’ range of acceptance can be expected.
The referral is made by the International Adoption Council at the Ministry of Justice, after taking into consideration the position of the applicants in the register and the profile of the child they wish to adopt.
It is difficult to specify a time frame to receive a referral - it depends on the age of the child, his/her health condition, etc. It is important to know that Bulgarian law does not specify any time frames for a referral. Such time frame is indicated only for the children already enterred in the register of the Ministry of Justice, i.e. the Intercountry Adoption Council shall find a suitable adoptive parent within 2 months after child's registration, taking into consideration applicant's position in the register, the profile of the child he/she wants to adopt, as well as other aspects of importance for the Intercountry Adoption Council.
